The Government of India has approved the Production Linked Incentive-PLI norms on 17 February 2021 for the telecom sector.

• PLI scheme has been approved for telecom and network equipment manufacturing to promote local manufacturing of components.
• The PLI scheme on the telecom sector will come into effect from April 1, 2021.
• The Department of Telecommunications (DoT) has now received final approval from the Union Cabinet. 

2).UN Secretary-General Antonio Guterres called on the G-20 countries to prepare a "global COVID-19 vaccination plan" on February 17, 2020.

• The United Nations called for doing so, as well as condemning the wildly uneven and unfair distribution of COVID-19 vaccines in various countries.
• He said that, 10 rich countries have received 75 percent global immunization worldwide.
• He emphasized that, this is an important moment, thus, vaccine equality is the biggest moral test for the global community.
• He said that 130 poor countries of the world have not received a single dose of vaccine.
• Thus, he emphasized the need for global cooperation to make the same distribution and access possible of the coronovirus vaccine.

3).India has named Ajay Mathur as the next Director General of the International Solar Alliance (ISA). He will replace Upendra Tripathi, who has served as director general since 2017. The term of Director General is four years. Ajay Mathur is currently the head of The Energy and Research Institute based in New Delhi.

4).The International Solar Alliance (ISA) plans to launch the World Solar Bank (World Solar Bank-WSB) at the United Nations Climate Change Conference in Glasgow, scheduled for November 2021.

• The development of the World Solar Bank will support India's effort to secure its leadership in the climate sector.
• The development of this bank is important because green finance will be one of the priority topics in the climate meeting called COP-26.
• COP-26 will be held in the backdrop of the US re-joining the Paris Climate Agreement.

5).The Ministry of Housing and Urban Affairs has launched a pilot drinking water survey. It has been launched under the Water Life Mission-Urban (JJM-U).

• The survey will be conducted to ensure uniform distribution of water and reuse of waste water in cities.
• This survey will also help in mapping of water bodies.
• Mapping of water body will be done with respect to quantity and quality of water.
• The survey will be launched in 10 cities including Badlapur, Agra, Churu, Bhubaneswar, Madurai, Kochi, Patiala, Surat, Rohtak, and Tumkur.

6).The Government of India has decided to celebrate February 19, 2020 as Silen Health Card Day. The Psil Health Card Scheme was launched by Prime Minister Narendra Modi on 19 February 2015.

• The purpose of this scheme was to evaluate the fertile capacity of the soil. Soil health cards are issued after every two years under this scheme. This makes it easier for farmers to put proper amount of fertilizer in the field, which has reduced the use of additional fertilizer on a large scale.

7).According to an Institute of International Finance (IIF) report, the amount of debt in the world is unexpectedly high and in the year 2021, amidst the economic crisis caused by Kovid-19, further borrowing will increase.

• According to IIF, governments, companies and people have raised $ 24 trillion in 2020 to compensate for economic losses.
• This has led to the highest increase in global debt.
• By the year 2020, the world's debt is $ 281 trillion.
• It is more than 355 percent of the global GDP.
• According to IIF, governments are facing the challenge of large budget deficit.
• It will increase by 10 trillion dollars in the year 2021. This will increase the debt load to $ 92 trillion by the end of 2021.
